Public Safety — Offender Monitoring

For law enforcement agencies, the high cost of housing offenders, the pressure from declining state budgets, and the problem of prison overcrowding have led to increasing interest in electronic offender monitoring.

Current programs rely on GPS for continuous location tracking; however, GPS-based solutions have serious limitations — they cannot provide reliable indoor coverage, and they consume power quickly. As a result, monitoring centers may be unable to track offenders who could be at work, at home, inside a bus or anywhere else GPS can't reliably reach. This lapse of coverage, well-known to offenders, can provide a window of opportunity for breaking curfew, entering restricted zones, and possibly committing a crime. This risk is unacceptable for law enforcement officials who rely on GPS as a monitoring and deterrent tool to protect the public.

Furthermore, current GPS-based devices have a battery life of around a day due to the high power consumption of the GPS receiver and the communication modem. Hence the device has to be recharged every day; its operation thus depends on cooperation of the offender who is inclined to thwart it.

These limitations have hindered the adoption of offender location monitoring despite the numerous pilot programs.

Public Safety — First Responder Tracking

Rosum TV-GPS is an invaluable tool for tracking and locating first responders in fireground or other emergency scenarios. High-power, low-frequency TV signals allow incident commanders to "see" into buildings and other structures in order to ensure the safety of their teams.

Rosum also is developing a high-accuracy 3D positioning system for emergency responders. This system is deployed locally at the emergency site and provides high-accuracy (room-level) location and tracking in the local area.

Personal Safety

For parents, the ability to locate their children can provide tremendous peace of mind. Existing GPS-based child tracking solutions cannot track children indoors where they spend a great deal of time. Rosum's TV-GPS solution allows parents to know their children's location no matter where they are, indoors and out.
